According to subsection 4 of section 3 of the aforementioned office memorandum
(iv) If a person makes an application to a public authority for some information which is the concern of a public authority under any State Government or the Union Territory Administration, the Central Public Information Officer (CPIO) of the public authority receiving the application should inform the applicant that the information may be had from the concerned State Government UT Administration. Application, in such a case, need not be transferred to the State Government UT Administration.
   Following is the Hindi translation of the manipulated office memorandum provided by the First Appellate Authority who tried to mislead the information seeker by substituting CPIO by PIO and unnecessarily including Uttar Pradesh. 
It is quite obvious that office memorandum of the ministry of personnel and training is for the CPIOs of the central government but it is reflecting insolence of the incompetent of the First Appellate Authority who made failed attempt to mislead the information seeker.

* Prayer or Relief Sought	PIO concerned may be apprised with this fact that application invited information under subsection 1 of section 6 of the Right to Information Act 2005 is processed within time as stipulated under subsection 1 of section 7 of the Right to Information Act 2005. According to this subsection concerned, PIO has to provide information to the information seeker within 30 days from the date of receipt of the R.T.I. Communiqué in the office of PIO or public authority. Thus PIO violated subsection 1 of section 7 of the Right to Information Act 2005. The matter is concerned with the siphoning of the public fund meant to weaker and downtrodden section by the corrupt staffs of the Lucknow development authority through forgery thus created lawlessness and anarchy in the department by taking senior rank staffs in the administrative hierarchy in the good faith. Think about the gravity of the situation that first they submitted inconsistent arbitrary reports to redress the grievances and now running away from providing information.
